Dissolution closes your business in the state where it was formed (your 'home state'). Withdrawal removes your business registration from a state where you registered to do business but didn't originally form. For example, if you formed an LLC in Florida but registered it in Georgia too, you'd dissolve in Florida and withdraw from Georgia.

What happens if I just stop operating without filing?

Your business remains legally active. Most states will continue charging annual report fees, and you may accrue tax penalties.
